The meeting was devoted to the review and discussion of a wide range of topics concerning energetic particles in astrophysical sources. It consisted of a number of invited review talks with extended discussion allowed after each talk. All other contributions were presented as posters, displayed throughout the duration of the conference. The meeting was held in the Jagiellonian University Conference Centre in Cracow.

The conference scientific committee included Marek Sikora (chairman), Mitch Begelman, John Kirk, Greg Madejski, Michal Ostrowski (also a chairman of LOC in Cracow), Reinhard Schlickeiser.

In the proceedings we present the abstracts of all talks and posters, with conference contributions attached, if provided by the authors. All contributions have been converted to the PDF format. However, they may also contain additional data in different fomats as AVI or MPG.
